Jakarta operating conditions that shape the plan
Ground time, permits and congestion dominate Jakarta planning. The flying is the straightforward part; approvals and road movement are where missions are won or lost.
For patient transfers, the road leg between the receiving or referring facility and the aircraft is planned as carefully as the flight, and Halim is considered where it materially shortens that leg.
- Soekarno-Hatta (CGK/WIII) is the main international port; Halim Perdanakusuma (HLP/WIHH) is closer to the city and used for non-scheduled work
- Indonesian flight approvals and overflight permits are required for charter movements and drive lead time
- CGK operates around the clock but is congested, with slot pressure in peak waves
- Jakarta road transfer times between airport and city are highly variable and can exceed the flight time on short sectors
